Water lines run as PEX to a manifold inside the framed wall, and a tankless water heater mounts on its own framing, as in the photos at the top of this page. All of it goes in before the walls close.
Framing and insulation
New walls go up in front of the block so the space can be insulated, wired and plumbed. This is where the rooms get their shape.

Everything rests on the shell. Fix the wall, then deal with the water, and the rest of the basement has something solid under it.
